How to become a member - It's easy and it is FREE

  • Come to any one our libraries and bring proof of your current address (such as your driver's licence, health care card, rates notice, student card or a recent bill which includes your current address).
  • Fill in a simple form (our friendly librarians can assist you if necessary).
  • Your membership card will be issued to you immediately.
  • You are now ready to borrow!

If you do not have proof of your current address, your membership card will be posted to you. Items cannot be borrowed until the card is received.

A parent or a guardian must sign the membership form for children under 18.

These rules also apply if you are rejoining.

Borrowing Information

  • One membership card can be used at all five libraries for all materials.
  • Institutional membership is available for Moreland-based organisations.
  • There is a limit of 30 items per card, or 50 for those with bulk loan privileges. A maximum of six videos, six compact discs; six CD-ROMs, four DVDs, two language kits and two ESL kits may be borrowed at one time per card.
  • There are restrictions on the amount of school project material which may be borrowed.
  • A small number of items may be kept at the circulation desk for you for a maximum of seven days.

The following services are available

  • A list of items borrowed with due date is given to the user when borrowing;
  • Renewal of materials by phone or in person at any library or online via the website;
  • After hours return facilities at all libraries;
  • Phone enquiries;
  • Reservation of items on loan, including written notification of availability (fee of $1 per item);
  • Purchase of suggested items not held
  • Immediate checking of shelves to locate and hold items requested by phone

Loan periods, renewing items and overdue items

Once an item becomes overdue there is a fine of 20 cents per day, with a maximum total charge of $25 per membership card. You may pay all fines at once or elect to pay off at a minimum of $3 each time you borrow. 

If you have an overdue item with a fine, but do not have the item with you, the fine may be paid and the item renewed.

Items may be renewed twice before they become overdue. Items which have been reserved by another borrower cannot be renewed.

Reserving an item or obtaining an Inter Library Loan

Reservations and inter-library loans cost $1 per item, with no limit on the number which may be placed. There will always be a waiting period, particularly for high demand items and Inter Library Loans which may take six to eight weeks depending upon availability. For Inter Library Loans, if the lending library charges a fee, this will be passed on to the borrower - normally $13.20. You will be contacted first to see if you still want the item.

Items which are "on-shelf" may be collected at another library service point without a reservation fee. However, it may take several days for the item to arrive at the other library.

If your card is forgotten, lost or stolen

If you lose your card or it is stolen, you must notify the Library immediately in order that it can be cancelled. Remember, you are responsible for the items borrowed on your card. There is a charge of $2.40 for a replacement card.

If you forget to bring your membership card to the library, you can still borrow items as long as you have proof of identity (driver's licence, recent bill, student card etc) plus a verbal statement of address.

If you are rejoining and can provide proof of current address (a recent bill, health card, rates notice etc which includes your current address) you will receive your membership card immediately and have full borrowing rights. If you do not have proof of current address, the membership card is posted out.

What happens if items are lost or stolen

Items which have been stolen or lost, may be renewed as they often 'turn up'. Your insurance policy may cover thefts, fire damage etc. A Statutory Declaration must be obtained if you wish the Library to consider the waiving of costs.

Lost items are charged at full cost including an in-built $5.50 processing fee. You should keep receipts for lost items as payments can be refunded by a Council cheque if the items are found within six months.

Lost or damaged items may be paid off at a minimum of $5 per time. Another option is that items may be renewed for up to 90 days until the correct amount has been saved. You may still borrow during this period.

What happens if I damage an item

Items which have been damaged will be assessed and charged according to the amount of damage incurred. In some cases this may be the cost of rebinding the item or full replacement cost.
