Footpath trading and real estate signs
When you require a footpath permit
Businesses in Moreland require a Council permit to place items on a footpath, including:
- advertising signs (A board)
- goods and products to sell
- tables and chairs
- outdoor heaters
- umbrellas, and
- screens.
Real estate agents operating in Moreland need a Real Estate Agent Signage permit to temporarily place any board or signage, including 'open for inspection' and 'auction this day' signs, on public land, such as a footpath, naturestrip or park. Why Council issues footpath permits
Council issues footpath permits to make sure footpaths provide clear and easy access for all people.
Council has developed Footpath guidelines (DOC 1Mb) to meet the federal government’s Disability Discrimination Act 1992 and align with policies adopted by other metropolitan Councils.
These guidelines outline the rules and conditions for placing goods, tables, chairs and advertising signs on footpaths. They also explain permit zones and other restrictions related to footpaths.
Council has also developed a Footpath checklist (DOC 122Kb) that will help you make sure you have correctly followed the Footpath guidelines (DOC 1Mb).
Fee
A footpath trading permit application and real estate agent signage permit application incur a fee. These fees are reviewed yearly.

How to apply for a Footpath Trading Permit
What you need
With the application, you need to provide:
- Your details and your business details
- Number and type of items to be placed on the footpath
- Copy of plans showing placement of items on footpath, if applicable
- Copy of current valid public liability insurance policy, and
- Copy of your Liquor Licence and details of your red zone, if applicable.
How to apply
Complete the Footpath Trading Permit application form (DOC 1Mb).
Submit the completed application with supporting information and documents to Council:
- Mail to Amenity and Compliance, Moreland City Council, Locked Bag 10, Moreland 3058
- Email Council Amenity and Compliance, or
- Visit a Council Customer Service Centre.
What happens after you apply
When Council receives your application, a Local Laws Officer will inspect the property.
When Council approves your application you will receive an invoice. When Council receives your payment, a permit will be posted to you for display on your shop front window.
You need to renew your footpath trading permit each year. No pro-rata fees apply.
How to apply for a Real Estate Agent Signage Permit
What you need
With the application, you will need to provide:
- Copy of current valid public liability insurance policy, and
- Fee payment as a cheque or money order made payable to Moreland City Council.
How to apply
Complete the Real Estate Signage Permit application form (DOC 104Kb).
Submit the completed application to Council:
- Mail to Amenity and Compliance, Moreland City Council, Locked Bag 10, Moreland 3058
- Email Council Amenity and Compliance, or
- Visit a Council Customer Service Centre.
What happens after you apply
When Council has approved your application and processed your payment, a permit will be posted to you.
