What is a structure plan?

A structure plan provides a long-term guide for changes to land use, buildings and public spaces in a given activity centre.

The process of developing a structure plan produces both a framework – how the centre will develop – and the actions needed to realise that framework. A structure plan will usually require an amendment to the Council planning scheme as one of its implementation mechanisms.

What is an activity centre?

Activity centres provide the focus for services, employment and social interaction in cities and towns. They are where people shop, work, meet, relax and often live. In Moreland, Coburg, has been designated a "Principal Activity Centre," and Brunswick and Glenroy have been designated as "Major Activity Centres" in the hierarchy of Melbourne's activity centres.

Principal Activity Centres are identified as having the following characteristics: a mix of activities; well served by public transport; a large catchment, and potential to grow and support housing development.

Major Activity Centres are identified as having similar characteristics to Principal Activity Centres, but serving a smaller catchment area.

Why create structure plans for Moreland's Activity Centres?

The aim of structure planning is to give effect to the key policies and objectives for activity centres in Melbourne 2030, the state government's strategy for the metropolitan area.

A structure plan is a long-term plan to guide decisions about development in a particular activity centre. A structure plan will guide decisions made by Council about development on both private and public property. It will be used to guide decision making in relation to planning applications, and for amendments to the Moreland Planning Scheme.

What is Melbourne 2030?

Melbourne 2030 is the Victorian Government's strategy for the future development of metropolitan Melbourne. A key focus of Melbourne 2030 is the development of activity centres as the focus for high-quality development, activity and living across Melbourne.

Activity Centres Team

In order to prepare the structure plans for its activity centres, Moreland City Council has established an Activity Centres Team. The team comprises a Project Manager, Urban Designer, Strategic and Statutory Planners, Transport Planner and an Administration Officer. In addition, projects of this scale demand the involvement of all departments of Council.
