6 Star standard for homes and units
As of 1 May 2011, all new homes, home renovations, alterations and additions will need to comply with the 6 Star Standard.
This means that at the building permit stage, dwellings will be required to meet the following minimum standards:
- Single dwellings: minimum 6 Star Energy Rating
- Apartments: average 6 Star Energy Rating and 5 Star minimum rating for individual apartments
The 6 Star requirements also include new energy efficiency standards for fixed lighting.

Before Council’s Moreland Building Services issues a building permit for a new home, home renovation or home relocation, your home must meet the 6 Star standard by law.
6 star standard and sustainable design
The 6 star standard is a minimum standard for energy efficiency and is designed to be a flexible standard. Meeting 6 Star is not difficult, it's about good design, particularly at the planning stages of a project.
You can make your new home, new unit or home renovation even more energy efficient than the 6 star standard.
Use Council’s free STEPS online tool to make your new house, new unit or home renovation more energy efficient. STEPS is a web based tool that measures the environmental impacts of your design for a home. It rates five categories including mains (drinking water) use, building material impacts, greenhouse emissions, peak energy use and the quality of stormwater leaving the property. For apartment buildings it also calculates the number of bicycle places needed and space needed for waste recycling services.
