Notes on fees
- Requests submitted without the correct fee will be returned.
- All fees are exempt from GST.
- Fees are current effective 18 August 2009.
1. Standard fee for:
(a) considering a request to amend a planning scheme
(b) taking action required by Division 1 of Part 3 of the Planning and Environment Act 1987
(c) considering any submissions which do not seek a change to the amendment, and
(d) if applicable, abandoning the amendment in accordance with section 28.

Fee to be paid to Moreland City Council by the person who requested the amendment, at the time of making the request.
2. Additional fee for:
(a) considering submissions which seek a change to an amendment, and where necessary referring the submissions to a panel
(b) providing assistance to a panel in line with section 158
(c) making a submission in line with section 24(b)
(d) considering the report in line with section 27, and
(e) after considering submissions and the report in line with section 27, if applicable, abandoning the amendment in line with section 28.

3. Additional fee for:
(a) adopting an amendment or a part of an amendment in line with section 29, and
(b) submitting the amendment for approval in accordance with section 31.

(a) considering a request to approve an amendment in line with section 35; and

Payment of Panel Costs:
If an independent panel is required to hear submissions as a result of unresolved objections (submissions) to the amendment, the planning authority will pass onto the proponent the costs and expenses incurred for or by a panel in carrying out its functions in line with s.156 of the Planning and Environment Act 1987.
The cost of the Panel will depend on the number of days it sits and the number of Panel Members appointed. An indicative cost is $4,000 per day.
Combined permit application and planning scheme amendment
The fee requirements are set out at reg. 9 of the Planning and Environment Act (Fees) Regulations 2000 as follows:
- The fee for an application for a planning permit combined with a request for amendment of a planning scheme, made in accordance with s.96A of the Planning and Environment Act 1987, is the sum arrived at by calculating the higher of the fees plus 50% of the lower of the fees which would have applied if separate applications had been made.
- If an application for a planning permit is for a combination of use and development, only the highest fee for the planning permit is calculated for the purposes described above. Subdivisions and any matter referred to in classes of application 16, 17 or 18 set out in the table in reg. 7 are not included in these calculations and generate a separate fee.
