Moreland Planning Scheme

Each Council area in Victoria has its own planning scheme.

A planning scheme sets out policies and provisions for the use, development and protection of land in a municipality.  It is a legal document prepared by the local council or the Minister for Planning, and approved by the Minister.

All land in Moreland is affected by the Moreland Planning Scheme at the Victorian Department of Planning and Community Development website.

About the Moreland Planning Scheme online

The online version of Moreland Planning Scheme has:

  • maps of Moreland with zones and overlays
  • Moreland’s Local Policy Framework with Council’s
  • a vision for Moreland
  • Municipal Strategic Statement (MSS)
  • planning policies including policies on industrial developments, urban villages, the former prison Pentridge and advertising, and 
  • Victoria’s State Planning Policy Framework with state planning policies that apply to all land in Victoria, including specific policies dealing with settlement, environment, housing, economic development, infrastructure and particular uses and development.

Review of the Moreland Planning Scheme

Moreland City Council is required to review its Planning Scheme every four years, within a year of the adoption of its Council Plan. The review is an audit of the performance of the planning scheme and informs the continuous improvement of the Moreland Planning Scheme.

The Moreland Planning Scheme Review Report was adopted by Council at the 9 June 2010 Council Meeting. The Review has identified changes and future strategic work required to improve the performance of the planning scheme and subsequently the assessment of land use and development applications in Moreland. 

The next stage is to implement the findings of the Review Report. This will be completed through separate projects and amendments to the Moreland Planning Scheme undertaken in stages and in accordance with Council priorities.

Municipal Strategic Statement – Council's vision for Moreland

The Municipal Strategic Statement (MSS) is a statement of the key strategic planning, land use and development objectives for Moreland. Council developed the MSS with the community and reviews it every three years.

The vision in Moreland’s MSS is to create:

  • an environmentally sustainable and liveable city where people can shop, work and socialise locally
  • a city where you don't need a car and a high income for good quality of life, and
  • a city that continues to have a range of opportunities and choices for a diverse and prosperous community.

Council's planning policies guide decision making on issues of strategic importance identified in the MSS. The policies help the community understand how a planning proposal will be considered and what will influence decision making.
