Sustainable Design Assessment in the Planning Process (SDAPP)
Moreland, along with other Councils in Victoria, has implemented Sustainable Design Assessment in the Planning Process (SDAPP).
The SDAPP program recognises that many decisions affecting the sustainability of a new building are made early in the design process. Therefore, sustainability should be considered from the outset, rather than just at the building permit stage.
The size and type of your proposed development determines the level of ESD information required or requested by Council's Urban Development branch.

Once your information is submitted, it will be assessed by one of Council's ESD Officers. Your approved ESD Management Plan or Sustainable Design Assessment is endorsed if and when your application receives a planning permit. This makes it a statutory requirement to implement (at a minimum) the items listed.
Where relevant, all ESD initiatives should be annotated on architectural drawings.
Relationship to Planning and Environment Act 1987
SDAPP is consistent with the objectives of planning in Victoria as expressed in the Planning and Environment Act, in particular Council's duties as required under Section 60 of the Planning and Environment Act, to consider:
Any significant effects which the responisble authority considers the use or development may have on the environment or which the responsible authority considers the environment may have on the use or development. (60/1/e).
Relationship to State Planning Policy Framework (SPPF)
The SPPF, the area of a planning scheme that is consistent throughout Victoria, is aimed at fostering development in the interests of net community benefit and sustainable development. For more information refer to Clause 15 of any Victorian Planning Scheme.
Relationship to Building Regulations
SDAPP facilitates environmental performance outcomes that are above the minimum requirements under building regulations, principally the Building Code of Australia (Victoria), with care taken to ensure no inconsistencies with these regulations.
