Works within road reserves – application for consent (road opening permits)
There are several reasons why you may need to carry out works in the road reserve outside your property boundary, including connecting services such as water, gas or stormwater.
If you carry out works involving digging up a footpath, nature strip or roadway, you must apply for consent from the Coordinating Road Authority (CRA).
VicRoads is the Coordinating Road Authority for many, but not all, arterial roads in Moreland. Council is the Coordinating Road Authority for other streets and laneways in the municipality.
Apply to do works in a road reserve
The form used to apply for consent is called Works within Road Reserves Application Form (XLS 96Kb) and replaces the previous Road Opening Permit.
Lodging an application for consent to work within a road reserve incurs a fee that is set by the Victorian Government. The fee varies according to the size and location of the works.

Complete the application for consent to work in the road reserve form, print it off, and submit it to Council with the appropriate fee. You may either:
- mail the form with your cheque or money order (no cash) to Moreland City Council, Locked Bag 10, Moreland 3058 or
- bring your form with payment to a Council Citizens Service Centre.
