Heavy or long vehicle parking permit
The Road Rules restrict the parking of a truck in excess of 4.5 tonne gross vehicle mass (GVM) and in excess of 7.5 metres in length for longer than one hour in a built up area without a permit having been issued by the Council.
The gross vehicle mass (GVM) of a vehicle is the gross weight of the vehicle including the actual weight of the vehicle and its maximum carrying capacity.
A Council permit is required to park a heavy or long vehicle to maximum of 10 tonnes gross vehicle mass (GVM) and a maximum of 10 metres in length in Moreland. Vehicles in excess of these limits will not be issued with a permit.
The permit requires the owner or driver to follow the conditions of the permit. These conditions ensure the vehicle:
- does not cause a nuisance
- does not place the public at risk, or
- is not likely to damage Council’s infrastructure.
Vehicles outside these limits cannot be issued with a permit under State law.
Apply for a Heavy or Long Vehicle Permit

- Submit application form with associated fee
- A Council officer will visit the proposed location and see if there are any implications
- Council will advise the property owners about the permit application and encourage their comments and feebdback
- Council makes a decision on the permit and will advise the applicant.
Council will not issue a Heavy or Long Vehicle Permit if there are objections that are not dismissed as frivolous.
Renew a Heavy or Long Vehicle parking permit
- Council sends you a renewal notice in the mail.
- Once you pay the permit fee, your parking permit is automatically renewed. You can pay the renewal fee online or you can pay in person, by phone or by post.
