Changes to Moreland's Footpath Guidelines
All people need clear access to footpaths so they can move along easily. Council has adopted new Footpath Guidelines (DOC 1Mb) to provide a safe, clear travel path for all footpath users.
All goods and furniture are now required to be placed on the kerbside, keeping the property side clear for all pedestrians.
The Guidelines were developed to meet the Federal Government’s Disability Discrimination Act 1992 and follow footpath policies adopted by other metropolitan municipalities.

When you need a footpath permit
Businesses in Moreland require a Council permit to place items on a footpath, including:
- advertising signs (ABoard)
- goods and products to sell
- tables and chairs
- outside heaters
- umbrellas, and
- screens.
Apply for a footpath permit
- Download and complete the application permit for footway occupation (DOC 120Kb).
A permit is required to display advertising signs, goods and products to sell, tables, chairs, outside heaters, umbrellas or screens on the footpath. The form has information about the conditions, fees and requirements. - Return the application form to Council.
- A Local Laws Officer will inspect the property for approval.
- An invoice will then be generated and posted to the proprietor.
