Development of an Aquatic and Leisure Strategy
Why have we developed an Aquatic and Leisure Strategy?
Aquatic recreational activities have evolved over time, this draft strategy has been developed to ensure that our future provision of aquatic and leisure facilities and the services offered address current and future unmet aquatic and leisure needs, as well as continue to meet the demands for recreational and lap swimmers.
The draft strategy recommends that Council provide upgrade service investment in line with the following principles:
- High quality, accessible and inclusive
- Affordable and viable
- Well planned, maintained and managed
- Monitioring and review
The implementation of the Moreland Aquatic and Leisure Strategy will require an investment of approximately $230m over the next 20 years. This will be the highest level of investment proposed for any single service in Council’s history.

Initial consultation took place between 6 June and 28 July 2017 and involved a variety of tools to gather information and ideas from the community.
The information we received during our initial consultation has been used to develop the draft strategy. It is important that the recommendations in the strategy are shaped by the community.

Public exhibition and Council meeting
The Draft Aquatic and Leisure Stategy 2018 - 2038 (PDF 2Mb) was available for public exhibition from Friday 8 December 2017 to Sunday 18 February 2018. Public exhibition and submissions closed at 5 pm on Sunday 18 February 2018.
A Council meeting will be held on Tuesday 20 March 2018 to consider submissions on the Draft Aquatic and Leisure Strategy 2018 - 2038. Officers are preparing responses for the submissions that have been recieved and will contact people who indicated their intention to speak at the Council meeting.
