Council adopted its 2011-12 budget (PDF 964Kb) at its meeting held on 29 June 2011.

Summary of the 2011-12 Council Budget
Rates
General rates will increase by 6.5 per cent for the 2011-12 year, raising total rates and charges of $98.5 million.
The funding contribution from rates revenue to the capital works program in the 2011-12 financial year is in accordance with Council’s strategic objective to achieve expenditure on asset renewal, which offsets and ultimately exceeds Council’s fixed asset depreciation expense.
Operating result
The expected operating result for the 2011-12 year is a surplus of $6.58 million after capital contributions of $2.19 million. Council will be delivering an underlying operating surplus of $1.68 million. After considering additional rates funded capital expenditure beyond depreciation, loan principal repayments and public resort and recreational land contribution that needs to be transferred to reserve, Council will incur a deficit cash balance of $0.11 million for 2011-12 year.
Capital works
The Capital Works program for the 2011-12 year is expected to be $29.64 million.
Of the $29.64 million of capital funding required, $20.38 million will come from Council operations, $4.00 million will come from loans, $2.19 million will come from external contributions, $0.30 million from fleet sales and $3.07 million from Council reserves.
Council will also carry forward $8.3 million of the 2010-11 capital works projects that are to be funded by loans.
The capital expenditure program has been set and prioritised based on a rigorous process of consultation that has enabled Council to assess needs and develop sound business cases for each project. This year's program involves significant investment in Council's infrastructure with $3.55 million identified for plant and equipment, $11.27 million for structures and buildings and $7.4 million for the roads program.
Financial sustainability over the next five years
A high level Strategic Resource Plan for the years 2011-12 to 2015-16 has been developed to assist Council in adopting a budget within a longer term prudent financial framework.
The key objective of the Plan is financial sustainability in the medium to long term, whilst still achieving Council’s strategic objectives as specified in the Council Plan.
This budget has been developed through a rigorous process of consultation and review, and Council administration endorses it as financially responsible.
